Sommer Wolcott, MS, LPC, CRC

Executive Director

Sommer Wolcott is the Executive Director at OnTrack Rogue Valley (OnTrack) and has been with Ontrack since October 2018. Sommer has worked in Oregon’s non-profit behavioral health system for over 20 years and holds an MS in Counseling Rehabilitation from Portland State University and a BS in Psychology from Western Oregon University. Sommer is a Licensed Professional Counselor (LPC) and Certified Rehabilitation Counselor (CRC). After spending 18 years working with children in psychiatric facilities, implementing person-centered and trauma-informed programs, and creating the state’s first residential treatment home for Young Adults in Transition, Sommer joined the new leadership team at OnTrack seeing the possibilities of integrating child, family, mental health, and substance use treatment to support the entire family system and interrupt the intergenerational cycles that lead to childhood adversity, poverty, addiction, and mental illness. After spending several years leading OnTrack and focusing on quality improvement and CARF accreditation as well as implementing evidence-based practices, Sommer and team are focused on providing whole-person and whole-family treatment.

Mark Bell, CPA

Finance Director

Mark Bell is the Director of Finance at OnTrack, overseeing all financial operations, including budgeting, general ledger management, account reconciliation, accounts receivable/payable, tax compliance, audits, and financial reporting. Mark earned his CPA license in 2013 and has specialized in healthcare accounting for over a decade. From 2013 to 2021, he served as Controller at a national revenue cycle management company, where he was later promoted to CFO before the company was acquired in 2022. Currently, Mark also holds the role of CFO at a revenue cycle management firm that partners with OnTrack. Passionate about problem-solving and process improvement, Mark thrives on developing workflows that enhance efficiency in both accounting and revenue cycle management.

Christine Cardona

Executive Assistant

Christine has worked in behavioral healthcare for almost 13 years. Since May, 2018, she has served as the Executive Assistant to the Executive Director for OnTrack Rogue Valley.

Previously, Christine enjoyed a career in outside sales that included extensive travel throughout the Western United States.

Christine has a unique ability to create meaningful and sustaining relationships with each person she meets. This superpower of hers has served her well due to her ability to communicate with clarity and authenticity with all organizational stakeholders including board members, staff members, the leadership team, clients, and community partners.

Christine’s further rounds out her professional skills by effortlessly partnering attention to detail with big picture thinking that keeps the myriad of people and pieces of the organization running smoothly, efficiently and on time. Combined with her uncanny ability to throw a heck of a staff party, Christine is integral to the operational flow of OnTrack and the well-being of its staff.

Outside of OnTrack Christine enjoys traveling and spending time with her family and friends.

David Graham

Director of Business Operations

David comes to us from the commercial world of food and hospitality. His career spans nearly every aspect of food service operations: from Director of West Coast Operations for a multi-billion-dollar company to owning his own restaurant here in Medford. His last position developed just as COVID struck and led him to work closely with both state and federal Emergency feeding operations. David helped create innovative delivery systems for millions of families struck hardest by isolation and quarantine issues. It was from this experience that David found a new path through helping charity organizations manage and maintain their programs. When David returned to Oregon to care for his ailing father, he sought out a role that would allow him to utilize his skills and help the communities he lived in.

David says: “OnTrack embodies all that I was seeking: a strong leadership who embraced its mission and vision, a leader within its community and a clear understanding of how to best serve the people most at risk and in need. I am proud to be part of this team and pleased to serve the public in such a vital role.”

Beyond his service at OnTrack, David splits his time between mentoring and tutoring students and chasing after his granddaughter.

Marcia Sandoval, CADC II, QMHA

Housing Director

With over eight and a half years of clinical and management experience at OnTrack Rogue Valley, Marcia proudly serves as the Housing Director, a position she has held for more than two years.

Marcia has been with OnTrack since 2015 when she was hired as a counselor-in-training. Over the years Marcia has held various management roles with OnTrack including overseeing programs such as in-home safety and reunification services (ISRS) in collaboration with DHS; she has managed OnTrack’s Bureau of Prisons contract as well as the Federal Drug Court and Jackson County Drug Court programs. In 2017 Marcia earned her Certified Drug and Alcohol Counselor (CADC II) credentials and in January of 2023, Marcia earned her Qualified Mental Health Associate certification. Marcia holds a BS in in Psychology from Southern Oregon University.

Marcia is passionate about her professional journey that is driven by an unwavering commitment to helping restore the lives of individuals and their families by providing addiction and mental health treatment in Southern Oregon. She is honored to be part of OnTrack Rogue Valley's mission and she looks forward to continuing to make a positive impact on the lives of those OnTrack serves.

Marcia is deeply family-oriented and cherishes quality time with loved ones. She possesses a profound appreciation for the great outdoors and enjoys traveling, music and dancing. Marcia is an enthusiastic college and NFL football fan who proudly supports the Oregon Ducks and the Tennessee Titans

Constance Wilkerson

Director of Program Development and Grant Administration

Constance Wilkerson is the Director of Program Development and Grant Administration. As a nonprofit leader with 30 years of experience working among and advocating for marginalized, long silenced, and at-risk populations, Connie specializes in systems change work in which she confronts the root causes of social inequities and collaboratively supports organizations to transform policies and structures. Connie enjoys assisting organizations to make their aspirational goals actionable and obtainable. She holds a BA in Biology from Randolph-Macon Woman’s College, a MS in Experimental Pathology from the Medical College of Virginia at Virginia Commonwealth University, and a MDiv with concentrations in biblical studies and family systems therapy from Union Theological Seminary.

Katrin Yount, MS, LPC, MAC, CADC III, CPHQ

Quality & Compliance Director

Katrin has been with OnTrack since January 2019. Katrin holds an MS in Mental Health Counseling from Southern Oregon University. She is a Licensed Professional Counselor (LPC), Master Addictions Counselor (MAC), and a Certified Alcohol and Drug Counselor III (CADC III). With a background in working with children and young adults in psychiatric treatment facilities, Katrin joined OnTrack to help promote a system of truly integrated behavioral health care. Katrin is also a Certified Professional in Healthcare Quality (CPHQ). When she’s not directing clinical operations at OnTrack, Katrin is working as a program surveyor at CARF and teaching graduate mental health counseling classes at SOU.

Trevor Arnold

President

Trevor is a Medford native, born and raised. He earned a Bachelor’s degree in Business Administration Management from Southern Oregon University in 2002. He spent one year studying abroad at the Universidad de Guanajuato in Guanajuato, Mexico. Trevor is married to his high school sweetheart and the proud father of two. His daughter attends a local high school, and his son is a student at the University of Oregon, Go Ducks!

Trevor started his career with the Medford Police Department as a Community Service Officer in 1998. He has held many positions within MPD over the years to include Drug Detection K9 Handler, Field Training Officer, Spanish Interpreter and Drug Recognition Expert. Trevor was the Lieutenant of the Community Engagement Division through the development and implementation of the MPD Livability Team. Currently Trevor holds the rank of Deputy Chief of Police. Trevor is passionate about his opportunities to volunteer for several local service organizations.

Dennis Dreher

Director

It is said that Dennis isn’t really retired, it’s just that no one pays him anymore. An early fascination with animals led to a unique series of employment and educational experiences in veterinary, medical, and surgical research, leading to a 20-year association with a major medical device manufacturer. There he served in multiple roles including research, administration and technical education for associates and physicians around the world.

Following “cessation of salary” in 2012 or so, Dennis and his First Wife (now of nearly 50 years…) relocated to Grants Pass from Flagstaff, Arizona, supposedly to slow down a little and begin to travel for fun. So far, that remains an aspiration. These days, Dennis volunteers with the Mobile Integrative Navigation Team (MINT) in Grants Pass. MINT has opened Parker’s Place in Grants Pass to offer medical care and connection to various agencies working to assist the unhoused community.

When there’s spare time, Dennis can be found in his woodworking shop, goofing around in the garden, or reading something terribly interesting.

Athena Goldberg

Director

Pat Kauffman, BSN

Director

Raised in Eugene, Oregon, Pat earned her associate's degree in nursing at Sacred Heart Hospital and was employed as an acute and critical care nurse early in her career in both Eugene and central Oregon. She moved to Medford in 1982 with her husband and two daughters after obtaining a Nursing Home Administrator’s license, and earned her B.S. in Nursing through Southern Oregon University. In 1986, Pat was recruited as the Director of Nursing/Health Care Administrator for Rogue Valley Manor in Medford and rose to Assistant Executive Director after developing a Home Health Agency for Rogue Valley Manor. She was appointed Executive Vice-President of Health and Associated Services for Pacific Retirement Services, where she administered all aspects of health care retirement communities in multiple states, including state and federal licensing. Pat retired from PRS in 2006 after 20 years of service and currently serves on the board of PRS’s Community Housing, which provides low-income housing for seniors in several states. As adjunct faculty at SOU, Pat was also involved in bringing the Oregon Health & Science University's nursing program to the Rogue Valley.

Bryon Lambert, BA

Director

Bryon Lambert was born and raised in Springfield, Illinois before he and his family moved to the Rogue Valley in 1997. Bryon is currently the equity, diversity, and inclusion director for La Clinica, advisor to the Seattle, Washington-based Cross Cultural Health Care Program, and former health equity advisor for Jackson Care Connect. Bryon also volunteers as the co-chair of the Health Equity Committee, a committee of the Oregon Health Policy Board of the Oregon Health Authority (OHA). He combines his communication education, public radio broadcasting background, and healthcare leadership experience, to lead equity, diversity, and inclusion efforts that aims to engage and inspire, offering an alternative approach that avoids blaming, shaming, or debating. When not spending time with his wife, dog Ephraim, adult children, and grandchildren, Bryon enjoys playing bass and acoustic guitar with friends.

Denise Lupton

Director (Past-President)

Denise joined OnTrack’s board in 2020, bringing a wealth of knowledge from her work as a HUD-certified housing counselor and from her own personal experience. Denise is excited about the work, believes strongly in OnTrack’s mission, and states she is happiest when engaged in philanthropic activities that serve the community. In addition to serving on the board of OnTrack, Denise also serves as a mentor for Rogue Valley Mentoring. Denise has worked at ACCESS since 2019 and recently moved into a Housing Supervisor role. Prior to joining the nonprofit sector, Denise worked at REMAX for 12 years. Denise is the mother of three grown children and identifies as a person with lived experience. Her expertise in housing, work with ACCESS, dedication to OnTrack’s mission, and her own personal journey make her a perfect fit for the board of directors.

Jim Maize

Secretary/Treasurer

Jim was born and raised in Oregon and has spent his entire life on the West Coast. He attended the University of Colorado, where he graduated with a degree in political science.

Since moving to Medford in 1976. Jim started a small landscaping company and eventually took a position with the City of Medford Planning Department, where he flourished for 17 years before leaving his position to start a land use consulting business that he still maintains.

Jim joined the board of OnTrack in 2009 because of his strong desire to support the mission of OnTrack. He has served on the board for over 14 years and has worked effortlessly to do all that he could to further OnTrack’s mission and impact in Southern Oregon. Jim is tremendously excited about OnTrack’s future, particularly due to the innovation of its programs and services, including the build and launch of Cobblestone Village Family Treatment Campus.

Jim has three spectacular children and six grandchildren, two of whom are currently attending college.

Laura Myers

Director

Laura Myers, a native of Medford, Oregon, returned to Jackson County after spending over 30 years in Lane County. With over 17 years of experience in Human Services, Laura currently serves as Program Manager at ACCESS, where she oversees the Center for Community Resilience (CCR) Program. In this capacity, she leads housing navigation and case management efforts for survivors of the 2020 Labor Day fires. Laura is passionate about supporting her community and is excited to bring her expertise and commitment to the OnTrack Board of Directors, helping to further its mission of providing critical resources to those in need.

Erin Porter, LCSW, MSW

Director

Erin completed her education in 2009, graduating with a Master’s in Social Work from the University of Montana. In 2010 she moved to Oregon where she enjoys hiking through the diverse landscapes of this beautiful state. Erin has worked in the mental health arena for over 20 years. During that time her focus has been on community mental health programs where she has served as a skills trainer, therapist, crisis counselor, and executive director. She has a comprehensive understanding of the Oregon Behavioral Health system, and has spent the last 10 years advocating for positive change within this system. She believes in OnTrack’s mission that every individual can overcome addiction, poverty, and social stigma to reach sustainable recovery.

Tricia Prendergast, BA

Director

Tricia has lived in the beautiful Rogue Valley since 1972, having raised her three wonderful, now-grown children here. Her extensive volunteer activities include 16 years on the Medford school board, during which she co-chaired two successful bond campaigns to build Abraham Elementary School and the new South Medford High School, as well as numerous other district facility improvements. Tricia is now retired, although she still enjoys her lifelong practice of yoga, teaching six Anusara yoga classes per week at the Rogue Valley Family YMCA. She and her husband enjoy traveling and visiting their four children and five grandchildren across the country. She also enjoys hiking, biking, and river rafting. She is learning to draw and paint watercolor, and hopes to write and illustrate her own children’s books.

Holly Wade, RN

Director

Holly is excited to be part of an organization that provides recovery programs for the Rogue Valley Community. In her 20-year career as an RN, Holly has been a high-risk labor and delivery nurse for 17 years, most of that time at Sutter Medical Center Sacramento delivering 500-600 babies a month.

Since relocating to the Rogue Valley, Holly has worked with Asante Ashland Community Hospital in the Birthing Center, and with Mercy Flights. Currently she is with Providence Medford Medical Center in the perioperative department, admitting patients having surgery and recovering those that go home.

Holly has a passion for helping those with substance use disorders (SUD) and helping to change their lives. She is on the Pain Management Steering Committee at Providence Medford Medical Center. She takes the opportunity to share her knowledge of the opiate epidemic and how health care providers can reduce the risks of addiction and help patients with SUD. She provides education to every patient prescribed post-operative pain medication, explaining the risks and benefits and alternatives for non-narcotic pain relief.

Holly’s interest in the opiate epidemic is a result of the death of her oldest son from opiate overdose. She is grateful for the opportunity to honor her son and help those suffering with SUD.
